Taxpayers' Right #2:

RIGHT TO QUALITY SERVICE

May 1, 2023

Taxpayers have the right to receive prompt, courteous, and professional assistance in their dealings with the IRS, to be spoken to in a way they can easily understand, to receive clear and easily understandable communications from the IRS, and to speak to a supervisor about inadequate service.

The Right to Quality Service

The IRS's website, IRS.gov, and IRS publications are intended to answer most taxpayer questions. When they don't, taxpayers have the right to call the IRS for help. The IRS's phone number is listed in the top right corner of most IRS publications and Notices. The phone representatives are trained to listen objectively and consider all relevant information provided by you and available to them. They attempt to answer your questions promptly, accurately, and thoroughly.

If you are not satisfied with the service provided by an IRS phone representative or have a problem, you have the right to speak with a Supervisor.

You have the right to be treated with courtesy, within reason.

You have the right to be contacted by letter first. The IRS does not make first contact via phone calls. If you receive a phone call from someone claiming to be from the IRS without a mailed letter first, it's probably a scam. Tell them nothing. Do not give them any credit card information or gift card numbers. If they ask to be paid with a gift card, it's definitely a scam.

You have the right to not be contacted at work if the IRS has reason to know that such a contact is not allowed by your employer.

You have the right to not be threatened with arrest or prison through aggressive phone calls. If you receive such threats, it's likely a scam. Always gather as much information about the caller and contact the IRS to report your experience.

If you are eligible, you have the right to be informed about assistance from Low-Income Taxpayer Clinics by the IRS.

You have a right to receive important IRS publications in many languages other than English.

You have the right to not be discriminated against based on age, color, disability, race, reprisal, national origin, English proficiency, religion, sex, sexual orientation, or status as a parent.
